Joe Strom, a Tampa business man who had recently left his position as a vice president of sales for Jacuzzi Group Worldwide, was attending the party for his son, a Syracuse, N.Y. policeman, when talk turned to the difficulty of performing a drug test on a subject late at night.
As law enforcement people kicked around ideas, Strom began to think that there could be a market for a national 24/7, on-site drug testing company. Its franchisees would be certified in all types of drug collection, would send samples to outside labs and would offer drug testing anywhere at any hour.
